The Development of EU Foreign Policy

Keynote at 2nd NORTIA Network Conference by Robert Cooper

 

Sir Robert Cooper is a British and European diplomat. After a long-standing career in the Foreign Commonwealth Office, among others as European correspondent during EPC times, in the UK representation in Brussels during the accession talks with Spain and Portugal, in the FCO policy planning unit during the Maastricht treaty negotiations, or as UK special representative in Afghanistan. In 2002 he switched to the EU level as Director-General for External and Politico-Military Affairs at the General Secretariat of the Council of the European Union, advising the former High Representative of the CFSP, Javier Solana and being the key author of the European Security Strategy from 2003. In 2009 he joined the steering committee to set up the European External Action Service. From 2009 Robert Cooper was appointed as EEAS Counsellor, and he was special advisor to the HRVP Catherine Ashton until 2014.

Helene Sjursen is a professor at ARENA, the University of Oslo, Scientific Coordinator of the project Reconsidering European Contributions to Global Justice (GLOBUS) and member of the Jean-Monnet network NORTIA. Her main research interests include theories of international relations, democracy and foreign policy, the EU's external policies, EU enlargement, and Norwegian foreign policy.

Ben Tonra is Professor of International Relations at the University College Dublin, School of Politics and International Relations and a member of the Jean-Monnet network NORTIA. He teaches, researches and publishes in European foreign, security and defence policy, Irish foreign, security and defence policy and International Relations theory.

Heidi Maurer is a lecturer in EU politics in the Department of Politics and International Relations at the University of Oxford and co-coordinator of the Jean-Monnet network NORTIA. She works on European foreign policy, the added value of European diplomatic coordination and the role of EU delegations in diplomatic interactions.
