The development of CSDP has been marked by ad-hoc solutions, muddling through and intermittent national initiatives rather than a clear strategic vision. It is unsurprising therefore that recent ?CSDP-fatigue? coupled with a marked decrease in CSDP operational activity and a more active NATO, has led to renewed calls by some for a CSDP strategy. Moreover, the economic crisis may offer incentives for increased pooling and sharing of national defence capabilities, making a clarification of the purpose of CSDP crucial if scarce resources are not to be wasted.
