This book fills a gap in academic literature on the politics and public policy aspects of central banking in Europe, by conducting a theoretically-informed and empirically-grounded analysis of central banking governance before and after the establishment of the Economic and Monetary Union (EMU).

The main framework for analysis is a ‘multi-level institutionalist approach’, articulated on three interconnected levels: the ‘systemic-level’, which encompasses the European, transnational and international arenas; the ‘national-level’, which considers the configuration of the domestic socio-economic and political environment in which each central bank operates; and the ‘micro-institutional level’, which deals with the specific features of each central bank.

Methodologically, the research engages in a structure-focused comparison, using qualitative methods. In order to do so, it conceptually develops and empirically applies the notion of ‘mode’ of central banking governance, operationalised through four main components:
  • the legal framework

  • central bank ‘autonomy’ (or de facto independence) from the political authorities

  • central bank ‘policy capacity’ in three policy areas that are crucial for central banking governance, namely monetary and exchange rate policies, financial regulation and supervision

  • central bank legitimacy

  • Empirically, this monograph focuses on the Bank of England, the Bundesbank, the Banca d'Italia and the ECB over the period 1979 to present, with particular attention paid to the last decade. It is grounded in in-depth and extensive primary research, enriched by interviews with policy-makers.

    This book provides a detailed examination of the complex negotiation processes surrounding intergovernmental conferences in the European Union.

     

    Since the Treaty of Amsterdam (1997) and its ‘appendix’, the Treaty of Nice in 2002, any reform of the treaty framework of the European Union seems to be doomed to fail, evidenced by the decline of the Constitutional Treaty and by the current fate of the Lisbon treaty. By presenting an extensive quantitative study of the Intergovernmental Conference of 1996/7 prior to the Treaty of Amsterdam, the authors argue that these negotiations reveal the major challenges of European integration. Drawing on advanced statistical methods, they contend that multi-level negotiations require an appropriate coordination of informal administrative networks and the empowerment of administrative leadership, with these factors significantly shaping the dynamics and outcomes of negotiations.     A central problem for the European Union is said to be that of the "politics of identity". Within this, the concept of the EU’s international identity requires exploration in terms of how it is both constructed and represented globally.

    This book provides an innovative examination of the European Union as it departs from its path of integration. Indeed so far has it departed that it could be described as having entered a new reality. The original reality was that captured in the evocative phrase in its founding agreement, the Treaty of Rome, that it should be an ever-closer union of peoples. Largely that was the path followed until the 1990s, but by the early twenty-first century there have been signs that it is turning into an ordinary international organization in which there is little overriding sense of purpose.

    This book discusses the indications of this development and explains why it happened only a decade or so after a peak of popular enthusiasm in the early 1990s. The question was whether the EU would become less important for the member states, as seemed to be the case for the British, or whether the German pattern, in which the EU remained important, would prevail. This book concludes that the former is more likely in part because of problems with the policies of the European Union and its conduct, but more specifically because of the current prevailing political culture in Western Europe. Paul Taylor warns that the current problems are underestimated and that there is the risk of casually throwing away the considerable achievements of the integration process.
