The Potential and Limits of the Common Security and Defence Policy of the EU

The new provisions of the Lisbon Treaty were considered as a major step towards are “real” European Common and Security Policy. However, during the last years the problem of different national aims and traditions in foreign and security issues became obvious. Especially the diverging national norms and attitudes concerning the use armed forces were a major obstacle for common actions. By referring to the strategic culture approach the paper investigates the different attitudes for using military means in Germany, France and Britain in the case of the Libya crises. In addition to a better understanding of this crisis the paper tries to draw some general conclusions for the future of the CFSP
