Technocracy in Context: the Social Roots of Europe's Independent Branch

The EU is famous for its reliance on independent regulatory bodies, as Antoine Vauchez points out in his excellent little book, Democratizing Europe. However, this reliance reflects broader trends in European politics and society, notably the rise of technocratic decision-making as a substitute for political contestation organized around political parties and competitive elections.
