Pierre Werner - a 'founding Father' of the Euro

Former Prime Minister (1959-1974 and 1979-1984), but also Finance Minister and Foreign Minister of Luxembourg, Pierre Werner was a leading player in the building of a united Europe and, in particular, monetary integration (the Werner Report from 1970). The recent exploration of Werner family private archives which had long remained unexplored, throws new light on various aspects of the alchemy of the Werner Report and the mindset in which it was developed. Previously unpublished documents have helped clarify the varied, nuanced role of Pierre Werner and his personal contribution to the work of the group of experts he chaired, to the development and adoption of the stage-by-stage plan, on a theoretical, methodological and political level, in the context of his European achievements as a whole. Based on the recently published digital research corpus entitled 'A rereading of the Werner Report of 8 October 1970 in the light of the Werner family archives' this paper highlights Pierre Werner as a 'founding father of the Euro'.
