European Union and the Turkish-Cypriot Civil Society: Europeanization in Conditions of Contested Statehood

This article (revised and resubmitted for the Journal of Common Market Studies in January 2013) investigates the impact of European integration on the Turkish-Cypriot civil society, linked to the conceptual debate on Europeanisation. The paper contributes to the discussion on Europeanisation and the aptitude of the EU to impact contested states, which remain under-researched within a state-centric debate. The argument advanced is that a series of factors related to the contested statehood, such as limited diplomatic recognition and international isolation, mediate the occurrence of Europeanisation, often contributing to an exceptional and strong EU impact on the power and ideas of domestic civil society. In this regard, the Turkish-Cypriot example holds strong comparative value for the study of the international role of the EU, the Europeanisation of contested states and the importance that the EU places on dealings with civil society, as an alternative avenue to traditional intergovernmental relations.
