Using research funded by the Nuffield Foundation on the frictions between the UK and EU legal orders, this paper focuses on the problem of 'delinquent' citizens, examining the different institutional approaches to separating the 'good' and the 'bad' EU citizens. It places these institutional approaches in a wider context of restrictive approaches to immigration, and a more disciplinary approach at national level.
