this paper make the assumption that the last administrative reform deals with a huge transformation of the 'body' of European civil servants (ECS), comparable with a deep reproduction crisies, in elite theory terms. In order to understand it, I will analyze the socio-historical process of the making of the ECS and stress the sociological impact of some major points that the reforms change sociologically. Beyond the case, the analysis will help to better improve our understanding of both perceptions and reality of the changing Commission, and especially the so called turn from a 'administration de mission' to a 'administration de gestion' often evoked, but not so much challenged, in the literature'
