In December 2013, the European Parliament extracted a concession from the European Council to set up a High Level Group on Own Resources chaired by Mario Monti. The task of the High Level Group was to recommend changes to the revenue base of the EU's budget in order for the EU to respond more quickly to expenditure needs and to escape intractable net balance calculations between member states. The paper charts the history of EU revenue, the calls for reform, the process of the High Level Group and the reform proposals on the table following the publication of High Level Group's report in the summer of 2016.
