Devolving Responsibility: EU Multi-Level Environmental Governance

Devolution of policy-making power within the UK has led to the creation of new political structures and relationships between the devolved administrations in Scotland and Wales, the central UK government and the European Union. One policy area that has been devolved to sub-national governments within the UK is environmental policy, however, the division of responsibility is far from clear as, for example, central government is still responsible for international environmental negotiations and tax policy, and there are issues surrounding the presentation of a UK position within Council negotiations. Matters are further complicated by the operation of the subsidiarity principle at the European level. The aim of this workshop is to bring together academics and research students working in the field of environmental multi-level governance in the UK and elsewhere in Europe in order to identify common themes and research questions within this field of study. The workshop will seek to draw lessons from the experiences of environmental policy-making in other states with devolved governments, and consequently will involve academics working on this aspect of multi-level environmental governance.
