National Parliamentary Scrutiny of EU
Legislation
Organiser: Dr
John O'Brennan, University of Limerick
Date: 21 May 2004
Venue: University of Limerick, Limerick, Ireland
The workshop will bring together scholars working in the fields of European integration and comparative politics on the general theme of parliamentary oversight of the European integration process. The role of national parliaments in checking their executive bodies is one that has traditionally been neglected in the integration literature but has recently started to receive some attention. Partly this renewed interest has been in response to the demands made by some national parliaments for a greater role and this was very much in evidence during the debates at the Convention.
The workshop will embrace a comparative approach and seek to compare and contrast the work of national parliamentary committees in particular. Some member states such as Denmark employ well-developed and substantive scrutiny instruments. Most national parliaments do not. In Ireland the government has recently increased the powers of scrutiny of its European affairs committee in response to public concerns regarding the legitimacy of the European integration process. The workshop will seek to analyse the work of the national parliaments, the degree of institutional power each enjoys within its own system, and the impact each committee has on executive action on EU issues.
The papers will consist of a series of single jurisdiction contributions and one substantive contribution on the macro theme of parliamentary oversight of the European Integration process.
