Towards a European Constitution: From European Convention to IGC and Beyond

This conference, organised by The Federal Trust and UACES, with support from BIICL, FCO and the European Commission, seeks to explore the constitutional dimension in the current round of EU reform.
It will provide a platform to analyse and debate both the proposals emerging from the IGC as well as questions relating to the openness, participation and inclusiveness of the process.
The Conference will cover the Convention (process and substance) and the IGC and will address more general themes about the EU as a constitutional project, such as: the division of powers across the multiple tiers of EU government, the values and ideas informing the constitutionalisation of the EU, rights and citizenship, and the accountability of its government and the reform of its institutions.
Papers will be given by participants in the reform process, as well as by closer observers from diverse perspectives: policy-makers in various loci of government, policy advisers, opinion formers, think tanks, academics and others concerned with the debate on the Future of Europe.
